2025-2026 Registration Process

  • For 2025-2026, New Student Registration will be online. If you need assistance or accommodation accessing the online registration, please contact Margaux Mansfield, the registrar at the District Office.  Parents will gather required  documents and upload them to the PowerSchool Enrollment form.  Beginning on December 9, 2024 at 8:30 AM, a link to access PowerSchool Enrollment will be posted on this page.

    This page will guide you through the fours steps within the HCSD registration process:

    • Step 1: Gather Required Documents
    • Step 2: Create HCSD PowerSchool Enrollment account/or log into your existing account
    • Step 3: Go to PowerSchool Enrollment, Complete New Student Registration form and Upload Required Documents
    • Step 4: HCSD Review and Verification of Residency

    Step 1: Gather Required Documents

    A. RESIDENCY DOCUMENTS:
    All new registrations need to provide proof of residency. Documents to verify residency will be uploaded to the PowerSchool Enrollment New Student Registration form.  Once the registration form is submitted, residency verification will be reviewed.

    By California law, HCSD must annually verify that a student is a current resident, which is achieved when a parent completes the Summer Re-registration. If a parent fails to complete the Declaration of Residency Form, or if there is reason to believe a student's residency may be in question, investigations may be conducted by HCSD, allowed under California Law Ed Code 48204.2 and Board Policy 5111.1, to determine the authenticity of the home address. When it is determined that a student lives outside HCSD boundaries, or that residency documents or declarations have been falsified, the student may be removed from the HCSD school and the parent/guardian must enroll the student in the district of residence.

    • Proof of Residency: One (1) of the following requirements are required:

      • Property tax bill or payment receipt - most recent and must show the owner's name and address.  

      • Final closing statement or grant deed - only if no property tax bill or payment receipt is available due to a recent purchase. 

      • Current rental property contract or notarized lease agreement must include all pages showing the parent/legal guardian as the renter.  If the lease has expired, or the lease is month-to-month, the renter must include a recent (within 30 days) rent receipt.

      • Current sublease agreement AND a letter from the leaser stating that he/she is aware of the sublease agreement and the registering family does live at that address under a sublease. 

      • If a co-resident, the following documents are required:

        • The co-resident parent/legal guardian and primary resident must complete a notarized Affidavit of Parents Residence.
        • The primary resident must provide: the most recent property tax bill or payment receipt, must show the owner's name and address; two forms of proof of residency; and complete the  Co-Resident Verification Form 
        • The co-resident parent/legal guardian will need 3 forms of proof of residency, which can include government issued ID, change of address from DMV, FASA, pay stub, car registration, last year’s or current taxes, or voter registration.
    • Validation of Residency: Any two (2) of the following documents are required to validate residency.  Documents must include the name and address of the parent or guardian and be dated within 45 days.  

      • Pay stub
      • PG&E, Hillsborough Water Department or Recology bill
      • Voter Registration
      • Correspondence for a government agency
      • Automobile or home insurance
      • Last year's taxes (please black out personal information, leaving the name and address visible)
      • DMV vehicle registration

    B. PROOF OF BIRTHDATE:Grade level by age for 25-26 school year
    One (1) of the following is required to validate the student’s date of birth. 

      • Certificated copy of the birth record **please ensure the scanned document is legible
      • Statement by the local registrar or county recorder certifying the date of birth
      • Baptism certificate
      • Passport
      • Affidavit of the parent, guardian or custodian

    C. Immunization/Health Records:
    Provide proof of immunizations received to date. The immunization report must be provided in English during student registration.  (For more detailed information about immunizations for school, please visit the Shots for School website at shotsforschool.org or their Guide to Required Immunizations).

    1. Immunization record (yellow card) or an Immunization Report provided by your healthcare provider.  Be sure your student’s name and birth date are listed. (Uploaded with New Student Registration form.)

    2. TB Risk Assessment form - This is required if registering for the first time in a California public school, if the student is coming from out of the country or out of the state, or if this is the first time registering for Transitional Kindergarten or Kindergarten. The form must be completed by a health examiner before school entry. (DUE to student’s school before 1st day of school.)

    3. A health examination for school entry is no longer mandatory, but it is recommended to ensure students’ health and readiness for school.

    4. Oral Health Exam Form - Every kindergarten student is required to have a dental checkup by a licensed dentist.  The Oral Health Assessment form must be completed by a licensed dentist and submitted to the school by May 31st of your child's kindergarten year.  Dental evaluations that occurred within the last 12 months may be used.  (DUE to student’s school before May 31st of Kindergarten year.) 

    Step 2: Create HCSD PowerSchool Enrollment account or log into your existing HCSD PowerSchool Enrollment account

    Step 3: Go to PowerSchool Enrollment, Complete New Student Registration Form and Upload Required Documents

    Beginning on December 9, 2024 at 8:30 AM, a link to access PowerSchool Enrollment and the 2025-2026 New Student Registration form will be listed here. New Student Registration for 2025-2026 will be ongoing.

    The following documents are required to be submitted with your New Student Registration form:

    1. Declaration of Residency Form
    2. Proof of Residency
    3. Validation of Residency
    4. Proof of Birthdate
    5. Immunization Record

    Step 4: HCSD Review and Verification of Residency

    After submitting the New Student Registration form within PowerSchool Enrollment, your student’s enrollment form will be reviewed and verified.

    You will receive an email after your residency has been validated. If you have any issues with the information or missing documentation, you will be contacted directly. You will receive an email from our District Registrar with the next steps. The district will notify families via email regarding the placement of your student(s) in the Spring.
